Residential Care Facility for the Elderly (RCFE) · Memory Care
What is an RCFE with Memory Care?

A Residential Care Facility for the Elderly (RCFE) is a non-medical residential care home licensed by California CDSS under Health & Safety Code §1560. Residents receive help with daily living activities such as bathing, dressing, and medication management. An RCFE with a Memory Care designation is additionally required by California Title 22 (§87705 and §87706) to provide specialized staff training in dementia care, individualized care plans for residents with cognitive impairment, and appropriate supervision protocols — requirements that go beyond a standard RCFE license.

The most recent inspection occurred on July 26, 2024.

Questions to ask on your tour

Based on Sunrise Home Care's state inspection record.

  1. The operator advertises memory care but CDSS records do not show a formal memory care designation — can you provide documentation of compliance with Title 22 §87705 and §87706 requirements for dementia care plans and staff training?

  2. With 6 beds and no deficiencies on record across two inspections, what specific dementia care training has each staff member completed, and how is that training documented?

  3. As a 6-bed facility operated by Mihaela Pascut, what is the backup plan when the primary caregiver is unavailable due to illness or emergency?

  4. The most recent inspection was July 26, 2024 — have there been any incidents, hospitalizations, or changes in resident care needs since that date that families should know about?

  5. What criteria does this facility use to determine whether a resident's dementia has progressed beyond the level of care you can safely provide?
