“The home's sleeping hour fire drills were regularly scheduled during times when additional staff were present (4/18/24 at 6:35am; 11/30/23 at 10:35pm; 6/30/23 at 6:30am with 7 staff present), rather than during times when only routinely scheduled night shift staff (3-4 staff) are present, in violation of the requirement that drills not be routinely held when additional staff are present.”
