What is an RCFE with Memory Care?

A Residential Care Facility for the Elderly (RCFE) is a non-medical residential care home licensed by California CDSS under Health & Safety Code §1560. Residents receive help with daily living activities such as bathing, dressing, and medication management. An RCFE with a Memory Care designation is additionally required by California Title 22 (§87705 and §87706) to provide specialized staff training in dementia care, individualized care plans for residents with cognitive impairment, and appropriate supervision protocols — requirements that go beyond a standard RCFE license.

On 06/12/2025 at 9:30 AM, Licensing Program Analysts (LPAs) David Doidge and Andrew Christy arrived unannounced to conduct the 1-Year Annual Required Inspection. LPAs met with Administrator Andre Ng and explained the purpose of the visit. Administrator Alice Kuang arrived approximately half an hour later. LPAs toured the facility including, but not limited to, six (6) residents’ rooms, eight (8) bathrooms, two (2) activity rooms, kitchen, common area, two (2) resting rooms, and courtyard. LPAs observe lighting in all rooms are adequate for the comfort and safety of the residents. Hallway temperature was maintained at 73 degrees Fahrenheit. The hot water temperature in a residents’ shared bathroom was measured at 115 degrees Fahrenheit. Residents’ bathrooms are equipped with grab bars and non-skid mats. There is a minimum of one week supply of nonperishable and 2-days of perishable foods. Centrally stored medications, sharps, and toxic are locked and inaccessible to residents in care. Smoke detectors and carbon monoxide detectors were in operating condition during visit. Fire extinguisher was last serviced on 01/18/2025. Emergency Disaster Plan was last posted on 07/26/2024. First aid kit was observed to be complete. Emergency disaster drill was last conducted on 06/03/2025. LPAs reviewed five (5) residents records and five (5) staff records, and all were complete. LPAs also reviewed a sample of resident’s medications. A copy of the liability insurance was reviewed and is up to date. No deficiencies cited during visit. Exit interview conducted and a copy of this report provided.

On 07/12/2024 at 12:17 PM, Licensing Program Analyst (LPA) Ardalan Gharachorloo arrived unannounced to conduct 1-Year Annual Required inspection. LPA met with Administrator , Chun Hang and explained the purpose of the visit. LPA toured the facility including but not limited to 4 residents’ rooms, bathrooms, activity rooms, kitchen, common area and courtyard. LPA observe lighting in all rooms are adequate for the comfort and safety of the residents. Hallway temperature was maintained at 76 degrees F. The hot water temperature in a residents’ shared bathroom was measured at 117.6 degrees Fahrenheit. Residents’ bathrooms are equipped with grab bars and non-skid mats. There is a minimum of one week supply of nonperishable and 2-day of perishable foods. Centrally stored medications, sharps and toxic are locked and inaccessible to residents in care. Smoke detectors and carbon monoxide detectors were in operating condition during visit. Fire extinguisher was last serviced on 10/24/2023. Emergency Disaster Plan was last posted on 03/14/2019. First aid kit was observed to be complete. Emergency disaster drill was last conducted on 06/18/2024. LPA reviewed 5 residents records and 5 staff records, and all were complete. At 1:35 PM, LPA also reviewed a sample of resident’s medications. A copy of the liability insurance was reviewed and is up to date. No deficiencies cited during visit. Inspector notes

On 7/6/2022 starting at 1:10 p.m., Licensing Program Analysts (LPAs) C. Lin and L. Fici arrived unannounced to conduct Infection Control Inspection. LPAs met with Administrator Chun Hang Ng and disclosed the purpose of the visit. Upon entry, LPAs’ temperature was checked by the staff. LPAs toured facility including but not limited to front entrance, screening station, hand washing stations, bedrooms, bathrooms, kitchen, common areas, and outdoor areas. There is one central entry point for universal screening for staff, residents, and visitors. A sign-in policy, thermometer and hand sanitizer were observed at screening station. Cough/sneeze etiquette and hand washing posters were observed. Facility staff were observed to be wearing proper PPE. Facility has a sufficient 2-day perishable and one-week non-perishable food supply. Facility has a 30-day supply of PPEs maintained at central location and easily accessible for staff. Facility has Mitigation Plan, Emergency Disaster Plan, and maintains record of routine screening for residents, staff, and visitors. No deficiency cited during visit. Exit interview conducted with Administrator and a copy of this report provided.
