Residential Care Facility for the Elderly (RCFE) · Memory Care
What is an RCFE with Memory Care?

A Residential Care Facility for the Elderly (RCFE) is a non-medical residential care home licensed by California CDSS under Health & Safety Code §1560. Residents receive help with daily living activities such as bathing, dressing, and medication management. An RCFE with a Memory Care designation is additionally required by California Title 22 (§87705 and §87706) to provide specialized staff training in dementia care, individualized care plans for residents with cognitive impairment, and appropriate supervision protocols — requirements that go beyond a standard RCFE license.

Memory care context

Alondra Care Home 2 is a California-licensed Residential Care Facility for the Elderly (RCFE) with 6 beds, operated by Alondra Home Care LLC. The operator advertises memory care services, though this designation is not formally recorded in CDSS licensing data. California Title 22 requires all RCFEs serving residents with dementia to comply with §87705 and §87706, which govern individualized care plans, staff training in dementia care, and appropriate supervision. CDSS records show two inspections on file with zero deficiencies cited and zero complaints investigated. The most recent inspection occurred on March 6, 2025. The absence of citations does not confirm quality of care — it reflects only what inspectors documented during visits.

Questions to ask on your tour

Based on Alondra Care Home 2's state inspection record.

  1. You advertise memory care, but CDSS records do not show a formal memory care designation — can you explain what dementia-specific services you provide and how staff are trained under Title 22 §87705 requirements?

  2. With only 6 beds and two inspections on file showing zero deficiencies, what internal quality checks does Alondra Home Care LLC use to monitor care between state visits?

  3. The most recent CDSS inspection was March 6, 2025 — can you share what the inspector reviewed and whether any informal concerns were discussed that did not result in formal citations?

  4. How do you develop and update individualized care plans for residents with dementia as required by §87705, and how often are families involved in those reviews?

  5. What is your protocol when a resident's cognitive condition declines significantly — at what point do you determine the resident needs a higher level of care than this 6-bed RCFE can provide?
