What is an RCFE with Memory Care?

A Residential Care Facility for the Elderly (RCFE) is a non-medical residential care home licensed by California CDSS under Health & Safety Code §1560. Residents receive help with daily living activities such as bathing, dressing, and medication management. An RCFE with a Memory Care designation is additionally required by California Title 22 (§87705 and §87706) to provide specialized staff training in dementia care, individualized care plans for residents with cognitive impairment, and appropriate supervision protocols — requirements that go beyond a standard RCFE license.

Questions to ask on your tour

Based on Golden Age of Sweet Road's state inspection record.

  1. The operator advertises memory care, but CDSS does not show a formal dementia-care designation — can you clarify what memory care services are provided and how many current residents have a dementia diagnosis?

  2. California Title 22 §87705 requires dementia-specific staff training — how do you document that caregivers at this 8-bed home have completed the required training, and how often is it renewed?

  3. With 8 licensed beds, how many caregivers are on duty during overnight hours, and what is the protocol if a caregiver is unable to work a scheduled shift?

  4. The most recent CDSS inspection was November 20, 2024 — were any concerns raised during that visit that did not result in a formal citation, and if so, what were they?

  5. Under §87706, facilities must maintain individualized care plans for dementia residents — can you show a sample care plan structure and explain how often plans are reviewed with families?
